The RESPOND Tanzania Project (RTP) is funded by the United States Agency for International Development (USAID), through an Associate Award under the RESPOND Leader with Associates (LWA) award, and is managed by Engender Health in partnership with the Meridian Group International, and the Population Council. The program focuses on the informed and voluntary use of long-acting and permanent methods of contraception (LA/PMs), scale-up and strengthening of prevention of mother-to-child transmission of HIV (PMTCT), decentralization of comprehensive post abortion care (cPAC) services and building capacity for delivery of health facilities to respond to gender-based violence (GBV) and violence against children (VAC).
EngenderHealth Tanzania Country Office is now seeking the expression of interests for the position of Technical Advisor- Family Planning and Reproductive Health Clinical Services for its RESPOND Tanzania Project based in Dar es Salaam, Tanzania. This position is open for Tanzania national candidates only.
Job summary
The RESPOND Tanzania Project works with the Ministry of Health and Social Welfare, regional and districts health authorities, communities-based organizations, non-governmental organizations, faith-based organization and community-level champions to increase the advocacy for, access to and use of family planning/reproductive health (FP/RH) services nationwide. FP/RH clinical service activities are one of the largest components of our project and require technical skills in a variety of areas, including service delivery methods; training; supervision and quality assurance, counseling for informed choice; and contraceptive technology updates.
The Technical Advisor/Clinical Services (TA/Clinical Services) will work with the Senior Technical Advisor (STA) Clinical Services to oversee the planning and implementation of activities and the capacity building of local counterparts to improve access to FP/RH services, including long-acting and permanent methods of contraception, comprehensive post abortion care and emergency obstetric care services. S/he must be a medical professional with vision, strategic planning skills and an understanding of the integration of maternal and reproductive health services with family planning to ensure efficient and effective services for the Tanzania healthcare system.
Specific duties
As a technical resource person she/he will work with the Senior Technical Advisor (STA) Clinical Services in programming initiatives to improve clinical services for FP/RH at the national, regional and district level.
Direct/oversee the capacity building for government agencies and other partners in clinical services such as: quality of care; services delivery; training of trainers and training supervision and contraceptive security.
Direct/oversee specific activities to improve the integration of FP in other reproductive health services nationwide; and to improve and strengthen post-abortion care services; especially access to FP counseling and services in the post-abortion period.
Synthesize and analyze data and write reports for routine reporting and to disseminate lessons learned and best practices.
Assist with developing and writing technical and/or research papers that document the achievement and success stories from project implementation focusing on FP/RH clinical services.
Conduct supportive supervision to the FOs to monitor Engenderhealth’s support to districts.
With the STA for Clinical Services, identify specific areas of technical needs and coordinate the provision of the required technical support to each FO.
To participate and effectively represent EngenderHealth in technical meetings involving special functions, program reviews and other related meetings.
Perform any other duty assigned by his/her supervisor.
Knowledge, Skills and Abilities:
Demonstrated technical expertise in public, private and NGO RH services,
Demonstrated experience working collegially with other technical team members, experts and staff from the public, private and NGO sector.
Demonstrated capacity to oversee development/implementation of work plans, with a results orientation.
Exceptional interpersonal communication, team work, partnering and consensus-building skills, with the capacity to work with minimum supervision.
Ability to coordinate, prioritize and organize workload to meet specific deadline.
Familiarity with the health sector and local government structures in Tanzania
Strong supervisory and management skills.
Demonstrated training skills, including workshop facilitation.
Excellent English and Kiswahili writing and oral communication skills. Fluency in both languages preferred.
Strong computer skills necessary for data analysis and reporting, and preparation of presentations.
Experience in writing technical documents in English preferred.
Ability to travel up-country up to 30% of time.
Qualifications:
Must be a trainer or a service provider in Long acting reversible contraceptives (LARC) and permanent methods (PM)
Medical or related degree and licensed medical professional in Tanzania
Master’s Degree in Public Health or other social sciences is an added advantage
Over 5 years clinical services delivery experience, either hands-on or in supervision of reproductive health/family planning maternal and child health programs.
Excellent clinical monitoring and training skills.
Experience in program design and family planning/reproductive health programs is desirable
Experience in presenting findings, results and lessons learnt to a variety of audiences.
Strong written and verbal communications skills in English
Experience with donor funded programs (especially USAID) is an added advantage
